Response: “I have seen this (traffic impedance) as well. And I will assure
you that it is possible to get a ticket for going below the speed limit even if
you are not impeding traffic. At least the Arlington police are not hesitant to
issue a citation for such. But, on the other hand, I truly believe that the 50
mph on Monticello is just nuts. WAAAYYY too fast with driveways and side roads
entering Monticello. The topography of the hill makes it difficult to see
clearly in either direction when entering onto Monticello.” Susan Moses,

Jeff adds: my oldest brother once was stopped in Seattle for driving slow. He wasn't impeding traffic, but he was going so slow the cops wondered what he was doing. We still tease him about it 45 years later.
